Ask five contractors for their cleaning operative hourly cost and you will hear five numbers. Most of them start at £12.71 and add a percentage. The real figure is a list of lines. Every one of them can be checked against a published rate or replaced with your own payroll data.
This blog is a small research paper. One question. The published data that answers it. The finding. And what it means for anyone who prices or pays for a cleaning hour. Every figure comes from a named source or is calculated in a numbered table.
Key Findings#
- £16.62 before supervision. A 25 hour operative on the National Living Wage costs £16.62 per productive hour at April 2026 rates once National Insurance and pension and holiday and absence cover and training and uniform and vetting are counted [1][2][3][4][5][6].
- The wage is 70 per cent of the full cost. £12.71 is 69.6 per cent of a full cost per hour worked of £18.27 and 66.1 per cent of a charge of £19.23.
- 81 pence of each pound reaches the operative. Of every £1 of statutory employment cost on that operative 80.8 pence is take home cash and 4.4 pence goes into a pension and 14.7 pence goes to HMRC [2][3].
- Most of the tax is paid by the employer. Employer National Insurance is 63 per cent of everything HMRC collects on a 25 hour operative. A 16 hour operative pays no income tax or employee National Insurance at all.
- The hour fell by a penny on 5 October. The enhanced DBS fee dropped from £49.50 to £41.00 which cuts the vetting line from £0.06 to £0.05 an hour [6].
1. The Question#
What does one productive hour of a cleaning operative cost line by line at April 2026 rates and how much of that money actually reaches the operative?
The usual shortcut is a single uplift on the wage. It hides two things. The first is which lines move when a rate changes. The second is who receives the money. A client asking for a lower rate rarely sees that the largest line after the wage is paid to HMRC and not to the contractor.
2. The Data and the Method#
Table 1. Sources used and what each one answers
Ref | Source | What it contains | Used for |
1.1 | GOV.UK National Living Wage [1] | £12.71 an hour from April 2026 | Wage line |
1.2 | HMRC rates and thresholds 2026 to 2027 [2] | Employer and employee NI and the personal allowance | NI and tax lines |
1.3 | The Pensions Regulator [3] | 3 per cent employer and 8 per cent total minimum | Pension lines |
1.4 | GOV.UK holiday entitlement [4] | 5.6 weeks of paid holiday | Productive hours |
1.5 | ONS sickness absence 2023 and 2024 [5] | 2.9 per cent for elementary occupations | Absence cover |
1.6 | Disclosure and Barring Service [6] | Enhanced check fee of £49.50 falling to £41.00 from 5 October 2026 | Vetting line |
1.7 | Office for Budget Responsibility [7] | Pass through of the employer NI rise | Who bears the NI |
The profile is a 25 hour operative on the National Living Wage at a large employer. Pay covers 52 weeks and work covers 46.4 weeks so every cost is divided by 1160 productive hours. Training of 8 hours a year and uniform of £120 and DBS amortised over a nine month tenure are assumptions taken from the Operify AI loaded cost paper [8]. Supervision and equipment and overhead of £1.65 an hour and the 5 per cent margin come from the Operify AI illustrative contract [9]. Both are self citations. Take home pay assumes an employee pension contribution of 5 per cent of qualifying earnings. A basic rate taxpayer ends up with the same net pay under either pension tax relief method.
3. What the Data Shows#
3.1 The Hour Line by Line#
Table 2. The cost of one productive hour at April 2026 rates
Ref | Line | Basis | Per hour | Running total |
2.1 | Wage | National Living Wage per paid hour | £12.71 | £12.71 |
2.2 | Holiday accrual | 52 paid weeks over 46.4 worked | £1.53 | £14.24 |
2.3 | Employer National Insurance | 15 per cent of pay above £5000 | £1.49 | £15.73 |
2.4 | Employer pension | 3 per cent of pay between £6240 and £50270 | £0.27 | £16.00 |
2.5 | Absence cover | 2.9 per cent of hours at £12.71 | £0.37 | £16.37 |
2.6 | Training and induction | 8 hours a year at £12.71 | £0.09 | £16.46 |
2.7 | Uniform and PPE | £120 a year | £0.10 | £16.56 |
2.8 | DBS enhanced check | £49.50 amortised over nine months | £0.06 | £16.62 |
2.9 | Supervision and equipment and overhead | Illustrative contract | £1.65 | £18.27 |
2.10 | Margin | 5 per cent of the charge | £0.96 | £19.23 |
Rows 2.1 to 2.5 are calculated from statutory rates. Rows 2.6 to 2.8 are assumptions to replace with your own figures. Rows 2.9 and 2.10 come from the illustrative contract. £16.00 is the statutory loaded hour and £16.62 the average total loaded hour and £18.27 the full cost per hour worked and £19.23 the charge per hour.
After the wage the two biggest lines are holiday accrual at £1.53 and employer National Insurance at £1.49. Together they are £3.02 an hour and neither appears on a payslip as an hourly rate. That is why a bid built from the wage looks cheaper than the contract turns out to be.
The wage is 76.5 per cent of the £16.62 direct labour hour and 69.6 per cent of the £18.27 full cost. So the common rule that the wage is 60 to 70 per cent of the hour only holds once supervision and equipment and overhead are in. On direct labour alone it is three quarters.
3.2 The Penny That Moved in October#
Rates do not only change in April. On 5 October 2026 the enhanced DBS check fell from £49.50 to £41.00 [6]. Amortised over a nine month tenure the annual vetting cost per operative falls from £66.00 to £54.67. Per productive hour that is £0.05 instead of £0.06 and the total moves from £16.62 to £16.61. We keep £16.62 as the series figure until the April 2027 update and record the change here so the two numbers are never confused.
3.3 Where Each Pound Goes#
Table 3. Who receives the statutory employment cost in a year
Ref | Destination | 25 hours a week | Share | 37.5 hours a week | Share |
3.1 | Take home cash to the operative | £15004.84 | 80.8 per cent | £20622.66 | 72.8 per cent |
3.2 | Pension pot from employer and employee | £822.64 | 4.4 per cent | £1483.56 | 5.2 per cent |
3.3 | HMRC in total | £2732.46 | 14.7 per cent | £6202.29 | 21.9 per cent |
3.4 | of which employer National Insurance | £1728.45 | 9.3 per cent | £2967.68 | 10.5 per cent |
3.5 | Total statutory employment cost | £18559.94 | 100 per cent | £28308.51 | 100 per cent |
Calculated at 2026 to 2027 rates. Personal allowance and primary threshold of £12570. Employee NI of 8 per cent. Income tax of 20 per cent. Employee pension of 5 per cent of qualifying earnings. HMRC in total is employer NI plus employee NI plus income tax.
Per productive hour the 25 hour operative receives £12.94 in cash including holiday pay. Another £0.71 goes into the pension and £2.36 goes to HMRC. That cash is 67.3 per cent of the £19.23 the client pays for the hour.
Employer National Insurance is 63.3 per cent of all the tax on the 25 hour operative and 47.8 per cent on the full timer. A 16 hour operative earns £10574.72 a year which is below the £12570 personal allowance and primary threshold [2]. That operative pays no income tax and no employee NI. Every penny HMRC takes on that hour is employer NI.
3.4 Why the Employer Line Will Not Shrink#
When employer NI rose in April 2025 the OBR assumed firms could pass only around 60 per cent of the cost to employees in the short term [7]. In most sectors that happens through smaller pay rises. At the wage floor it cannot. Pay is already at £12.71 and cannot legally go lower. So on a cleaning contract the employer line stays with the contractor or moves into the price.
4. What It Means for a Contractor#
Five habits keep the number honest.
- Divide by productive hours. 1160 a year for a 25 hour operative and not 1300.
- Keep every line visible. A line you can see is a line you can update.
- Update when any rate moves. April for wages and NI and pension. October this year for DBS.
- Replace the assumptions with payroll. Training hours and uniform and tenure differ by contract.
- Show the build at renewal. A client asking for a cut should see that £3.02 of every hour is holiday and employer NI.
The figure that matters in a bid is the cost per hour worked. Training lines are easier to defend when every toolbox talk is recorded and the competency matrix shows who holds which certificate. Vetting and right to work checks sit in the workforce and HR module as gates before an operative can work. Absence cover is only measurable when time and attendance is captured at the point of work. Without that the gap between priced and delivered hours shows up as under delivery rather than as a cost line.
5. What This Does Not Show#
- The profile is one operative. Hours and pay rate and employer size all change the result.
- Three lines are assumptions. Training and uniform and vetting tenure should come from your own payroll.
- Absence cover is a floor. It is costed at £12.71 and agency cover costs more.
- Supervision and overhead are illustrative. £1.65 an hour comes from a model contract and not a measured average.
- Take home ignores other deductions. Student loans and other tax codes and benefits change the cash an operative keeps.
- The OBR figure is an assumption. It is a forecasting judgement and not a measured pass through [7].
6. Conclusion#
Line by line a cleaning hour at April 2026 rates costs £16.62 before supervision and £18.27 after it. The wage is the largest line but holiday accrual and employer NI add £3.02 an hour that never shows as a rate on a payslip.
Of each pound the employer spends on a 25 hour operative about 81 pence reaches the operative and about 15 pence goes to HMRC. Most of that tax is the employer NI that cannot be passed back through wages at the floor. A contractor that can show those lines prices with confidence and negotiates renewals on facts.

Frequently Asked Questions
What does a cleaning operative cost per hour in 2026?
For a 25 hour operative on the National Living Wage about £16.62 per productive hour in direct labour cost at April 2026 rates. Supervision and equipment and overhead take it to about £18.27.
Why is it more than the £12.71 wage?
Because holiday accrual adds £1.53 and employer NI adds £1.49 and pension and absence cover and training and uniform and vetting add the rest.
What is a productive hour?
An hour actually worked. Operatives are paid for 52 weeks and work about 46.4 so cost is divided by worked hours and not paid hours.
How much of the hour does the operative take home?
About £12.94 per productive hour in cash including holiday pay for a 25 hour operative. That is 80.8 pence of each pound of statutory employment cost.
How much goes to HMRC?
About £2.36 per productive hour or 14.7 pence in the pound. Employer NI is 63 per cent of it.
Why does a 16 hour operative pay no tax?
Because £10574.72 a year is below the £12570 personal allowance and primary threshold. The employer still pays NI above £5000.
Did the hourly cost change in October 2026?
Slightly. The enhanced DBS fee fell to £41.00 on 5 October which takes about a penny off the hour.
Is the wage really 60 to 70 per cent of the hour?
Only once supervision and equipment and overhead are included. On direct labour alone the wage is about three quarters of the hour.
Can employer NI be passed back to the operative?
Not at the wage floor. Pay cannot go below £12.71 so the cost stays with the contractor or goes into the price.
How much does Operify AI cost?
Pricing is built around operatives and sites and the modules taken rather than a per head licence so cost stays steady through turnover. The figure is given on the demo call. See pricing or email hello@operifyai.co.uk.
